26.04 is the date of international Chernobyl Disaster Remembrance Day, and also it is the name for the song made by Noize MC. It is dedicated to Chernobyl accident, and to some other tragical events, including coronavirus.
The interesting effect is shown during the whole music video – alive photos. Probably most of them are actual photos, with cut original foreground and specially captured or replenished original background, to make an effect of still photo with changeable perspective (pic 1). Some other examples apparently are original videos, with some effects, making them sharper and elder, so it would look like an old photo (pic 2).
Another variation of including still photo into dynamic video is shown on the second minute of the video, from 17 to 21 second. It is a much easier way to set photo in motion – to erase the background and to put it away, or to shake it a bit in the frame (pic 3). The last adjacent effect used in this video is animated art pieces. In this concrete video, it is a soviet mosaic on walls or some street art on buildings, what makes it type of animated photo since it is photos or videos of art pieces (pic 4).
The music video starts with photo album since it tells about Russian and Soviet history events. Dynamic used in photos makes the whole piece keeps your attention. If images would be still, as they should be, it would be a bit boring. Plus, photos in movement makes the atmosphere more clear, the observer becomes involved in captured moments, becomes part of the history. It is almost like watching history movies with videos captured exactly at the events time.
It also creates a unique feeling of being alive in the world placed on pause. It seems to be meaningful in the context. Music video ostensibly trying to say events are repeating each other. People need to take a break and to think about it, to have a look at the history and change something in present. Photos in motion are creating an exact feeling.
It is hard to make videos, looking as dynamic photos, or to give movement to some actual still pictures. But this technique might be used in some other ways. For example to make an effect of a pop-up book. Or something as a 2D home theatre with some drawings glued to sticks, used as characters, moving and interacting with each other on the specific background. That effect was used with some drawings in trailers for Battle Block Theater Games (pic 5).
Another feeling that could be created with that effect was shown in 26.04 music video (pic 6). On second 53 the door opens, in a 2D unnatural way, almost as in some 2D games, mostly is "point and click" genres. So it could be used to create that in-game atmosphere.
Photos set in the move by themselves are generally giving a feeling of presence, of the world, set on pause, and at the same time, all of it is a bit fake. It would be appropriate to use that effect in some places instead of common still photos.
